I bought a car from a tow yard that is letting me make payments the car broke down and I've only received a bill of sale he told me it was a good car and was good to go is there any way I could get a refund?

Unfortunately, purchase of a used car is on an as-is basis, despite the representation that it is a "good car." Of course, if you're paying the tow yard directly, you might send a series of letters (certified, return receipt) explaining your position and see if that convinces them to waive any further payments -- especially if you return the car.
