In 2006 I had no health insurance, went to an emergency room for 8 hours in California and received a $16k bill for which I could not pay. Can they go after me in 2014?

It depends whether the hospital or its collectors received a judgment against you. If so, they can still go after you, your salary, bank accounts, etc. If there is no judgment, the statute of limitation probably has run, assuming that you haven't made payment on the bill and haven't recently promised to do so. There is a four-year statute of limitation on collecting on a written agreement.
