Legal Question in Credit and Debt Law in California

I got a car out for my nephew, he was co-signer. He gave me his word he would pay the payments and I have witnesses. I never drove the car and from day one he was the one doing the payments. All payments made from his checking account. He recently got the car taken away, and now there is a 15,000 dollar penalty fee that needs to be paid. My nephew refuses to pay this amount and I do not have the money to pay. Can I sue him?
