Legal Question in Credit and Debt Law in California

If I am trying to get a debt from a few years ago when I rented a room with roommates split into three ways. There is a 1034 dollar outstanding utility bill that my roommate obviously never paid and pocketed my money. How would I go about getting the court to legally split the collection debt? Utility company won't allow me to pay only my 1/3 . Will not allow me to turn my power or water on until full bill paid.

Unfortunately that's not how the law works. If more than one person is liable for a debt, the creditor can force any one of them to pay it in full. It is up to the person who paid more than their share to sue the other(s) for reimbursement.
