Legal Question in Credit and Debt Law in California

I live in Los Angeles county and I received a notice of levy (Execution �Money Judgment), levying any and all accounts standing in my name (cite on CCP 699.540 Line 1(B). The notice also state, the levying officer is required to take custody of the property in my possession or under your control (cite on CCP 699.540 Line 1(B). Also, two months prior to this notice of levy the levying officer placed a lien on my home (WHICH IS UPSIDE DOWN). The debt in question is $7,994.24.

My questions are:

1. Does this mean that my bank account is subject to the levying officer�s control and/or are all of my personal properties (auto, furniture, and etc.) included?

2. Are monthly payments from a federal retirement system subject to the control of the levying officer or are they exempt?

I highly recommend that you consult with a bankruptcy attorney. You may have a viable option of filing a Chapter 7 bankruptcy that will discharge this judgment.
