Legal Question in Credit and Debt Law in California

I received a call from a processing center claiming that they were issusing a felony criminal warrart for fraud from an unpaid payday advance loan from 4 years ago. i thought they could only come after me in civil court and when i mentioned that on the phone, i was told that since i technically wrote a bad check and it was over $500, i was committing fraud. i was told "papers" were been filed with my local D.A.'s office for a felony fraud warrant unless i paid. Can they really file those charges against me ?

It is absolutely false. They are conducting illegal collection tactics.
