Old Ticket turned into Civil Judgement

In 1993 I was issued a speeding ticket, having left the state I never appeared in court nor did I pay the ticket. Since then the statute of limitations for the ticket has passed but in 1995 the amount owed was transfered to a collection agency as a civil judgement.

Is there a statute of limiations in CA for a civil judgement?

Do I need to pay this debt?

No further action has been taken by the collection agency other than finding me when I purchased my house last year.

Civil judgments are good for 10 years, but they are renewable if the proper motion is filed with the court in a timely manner. I would demand to see a copy of the judgement and the motion to renew the judgment.
