In Cal. can a parent get a TRO against a 19 year old who has been having sex with a 16 year old?

You should probably repost this in a category for family law.

You can file on her behalf, and appear in court as a guardian ad litem. But if she won't cooperate you're going to have problems.

If you are the parent, yes, and could file statutory rape felony charges as well. If you are the boyfriend, take it as a clear risk advisory.
