carrying a weapon across someone elses property

I have a neighbor who has an easement right to cross my property to get to his driveway. Can he carry a weapon while he is on my property?

Yes, assuming he can carry it legally elsewhere. Felons can't have firearms, for example, while some types of weapons are restricted in various ways. The bottom line, though, is that you may not forbid your neighbor to do anything the law permits unless the easement expressly gives you such authority.
