Is it legal for a US Attorney to threaten additional charges when asked to bailout or review the discovery? Can a federal case move forward without legal representation?

1. Imposible to answer without study of the facts. Prosecutors do have discretion in what charges they press. It is not without some limits.

2. The Court will usually allow a person to proceed without a lawyer. Not always. Get a lawyer or public defender.
