Minor child with adult

Can a mother of a 15yr old girl be prosecuted for allowing her daughtwer to be with an 18yr old boy? The 18yr mother will not allow the minor in her home, but the 15yr olds mother encourages it. She went so far as to tell the 18yr old she is going to put her daughter on birth control for her weight!!

If a mother knowingly allows her under-age child to engage in sexual intercourse, that mother has potential criminal liability for contributing to the delinquency of a minor (Penal Code 272) as well as CPS issues for "failing to protect."
