misdeamener charges

My boyfriend was arrested in san mateo county and when I called to ask what the charges were they told me possession of a controlled substance., however I know that my boyfriend has at least 2 failure to appear on driving on a suspended license and the day he was arrrested on the controlled substance charge he was also driving on a suspended license. Is this not a criminal matter ? Wouldn't the clerk tel me on the phone that he was also being charges with this or is it a traffic matter?

The driving charges are misdemeanors and quite often they are not charged when the person is charged with a serious felony.
