I assume it is a notation regarding an individual or a location. It lets law enforcement know that the person is a drug offense registrant. The "officer safety" comment may be tied to that (a notice to officers about the potential for needle sticks during searching, diseases such as Hepatitis or HIV, etc. it could also be that the individual has a history of resisting officers or violence towards officers.
