Legal Question in Criminal Law in California

If I signed a check that was made out to me plus another person, and I signed both names but I did not deposit it and instead I mailed check back to the issuing bank, did I break the law in California?

If you signed someone else's name, without their permission, with the intent to commit a fraud, then that is forgery.
