striking prior cases

How can the courts bring up an old offense and turn it into a strike and add it on to a new case? Is this legal?

By definition a strike is a prior offense. In most instances it will not be relevant to whether you are guilty of the new charges, but it will be an important factor in sentencing if you are convicted.
