Legal Question in Criminal Law in California

Someone I know has a warrant in another state than where lives.

When he has tried calling that state he can't get anyone to give him info over the phone.

You need to specify which state issued the warrant, and re-post your question in that state. And your friend needs to contact the specific court that issued it; whether he did that is not clear from your question.
