In order to deduct expenses related to being self employed from a tax return, you have to have a legitimate business purpose; i.e. have a good faith belief that someday you will be able to make a profit, and be able to establish that your expenses are related to that same business purpose. You should use an accountant to help you determine what is a legitimate business expense and what is not.

In other words, it is a mind set. Some people go through life believing that they have to make money by working for someone else, while other people believe that they have to make money any way they can.

If you believe you have to make money any way you can, then, VOILA, you are self employed. If you believe that you can only make money by working as an employee, then you are unemployed.

If you are really clever, which one you are depends on which one will put more money in your pocket at that time. If you qualify for unemployment benefits, then you would want to believe you have to make money by working for someone else, but if your unemployment benefits run out, then you may want to consider making money any way you can. However, if you want to apply for government benefits, like AFDC, you might want to consider yourself unemployed. Generally there are more benefits available for those who are unemployed than there are for those who are self employed. But not always.

For example, you could ask your student lender for an unemployment deferment in the morning, and then suddenly become self employed in the afternoon when you apply for a government grant to expand a solar energy business.

If anyone asks, just say, I was really, really sad and depressed in the morning when I applied for an unemployment deferment. By afternoon, however, things began to look better, and I felt more positive, so I decided to start looking for work any way I could. Then the next day you could be all sad and depressed again when you apply for AFDC unemployment benefits.

As I understand your question you want to know what are the requirements for a self employed to qualify for work furlough. If that is the question, contact the director of work furlough program. The general rule is that the employer must be willing to report any absences of the person on work furlough. A self employed person lacks the supervisor.
