age difference

is it ilegal for a 13yr old guy to date a 20 yr old girl if no sex and no drugs etc... is being had or used?

Both are playing with fire. Stuff happens, and she can get nailed for statutory rape (also). He could have to pay child support, yes, even at age 13! Go to Arkansas or one of those other places where everybody lives in a trailer and it's legal to get married at 13.
