Legal Question in DUI Law in California

a belief that cops made an erreonous and over the top judgement regarding a physically impaired person in a plaza where there are bars. This is a person with ambulatory issues.. They paid no attention to the "Handicapped sticker" min the car. They made this person stand on 1 leg- a person who can barely walk with two..... Please infor me as to what my rights are.
