What is sufficient to establish suspicion for a DUI arrest ?

If there is no test for sober condition (FST), observation of impairment, or observation of bad driving.

Whatever the officer decides, and can describe in his report. Anything that draws his attention to your driving. After being stopped, his observation of your condition, and your performance on the FST, or your refusal to take a blood test. He is the 'trained professional' whose word will carry credibility in court over yours.
