Legal Question in Family Law in California

in CA can my ex now after 20+ years come back & try to collect a cash balance owed on a divorce settlement 23 yrs ago? It was understood they agreed to forego it and have then not in 20+ years attempted to collect on it & now are using it to try to harass me. Thank you
