California - Can my 18 year old son choose to move out of my home when he is still a full-time high school student, and how does California Family Code Section 3901 play into it?

To answer your question, someone 18 years of age and older can do whatever they want unless they are conserved or in jail or prison. The obligation to pay child support will end whenever the child either turns 19 or graduates high school, whichever occurs first. But that obligation may also change if the high school student is now residing full time with the obligor parent.
