changing agencys

We are one year into an international adoption waiting for a child referral, we found the child we want but she is with another agency.All of our documents are complete,and we are ready, the problem is that the agency we have been working with has all of our money/documents.What rights do we have?

You would have the right to use the new agency, and most likely get your file/documents from the old agency, but if you're asking whether you can get your money back or not pay the old agency any more money, this most likely depends on any contract you signed with them.
