Child Care over 13

My stepson is 13 and his grandparents are taking my husband to court for back child car. Is there an age cap of when a parent is no longer responsible for paying child care if they child can care for themselves.

I would say that a 13 year old probably still requires some sort of child care. I don't believe there is a hard and fast age where child care is unnecessary so long as the child is still a minor.
