Only if there is an open adoption agreement that calls for it. The step parent cannot adopt the child without the bio parent's parental status, both responsibilities and rights, being terminated by agreement or court order. So if a step parent adoption has been completed, the bio parent has no more rights than a stranger unless it is part of the adoption orders and agreements.
