Can a non-custodial parent file a petition with the court in behalf of the children?

A non custodial parent can file a motion for a chang of custody of the child or children from the custodial to non custodial parent. That is the request for change in custody is filed by the parent for the parent. The right to custody belongs to the parent not the child.
