Legal Question in Family Law in California

My daughter left her two children with us and walked out the door. After a week and a half, "this time", I filed for custody. Had her mother served and she chose not to appear for the earing. I also had to serve my grandsons father who did appear in court and wants his son put into foster care. All though he had not spoken to or seen his son in over year and a half. Can his rights be terminated?

termination of father's parental rights would relieve him of the duty to support the children. The statute for placement of children is a family member. the children would be placed in foster care only if there was no family member the either wanted the children or was not disqualified from custody.
