Legal Question in Family Law in California

I lived in the state of California and adopted a child 15 years ago. He is about to be 18 and wants his dads name on his birth certificate for medical insurance benefits as well as insurance benefits in the case of his fathers death. Can l add it by going to vital statistics to amend his birth revord to add him as the father?

It takes a court order to amend that. I don't understand why that was not handled in the adoption.
