If parent is using drugs what steps are taken for the grand mother to take the kids and give the father rights to take them back to his home state where the father has more help and resources

It is very unlikely that the grandmother can do anything other than help the father with his own court case to get custody of the kids. In CA grandparents have no legal rights in custody cases. The father will have to file his own case, although the grandmother can assist as long as she doesn't cross the line into unlicensed practice of law.
