Legal Question in Family Law in California

My stepson lives with his mother in South Carolina. She has pulled him out of his high school and is enrolling him in online school because of his struggles in regular school. She hasn't completed the application and school started two weeks ago. We are trying to get information from the online school in order to help complete the process and get him back in school but they won't talk to my husband because his ex-wife didn't put him on the paperwork. The school is stating she must add him as the only way that he can have his son's information shared with him but she refuses. As I understand it, the school has to share information with both parents unless there is a court order not to (which there isn't). Since his ex-wife won't add him, how can he get on the records?
