Can a "cease and desist" letter stop someone from planning a roast for a deceased member of a family? A female friend of the deceased is holding his cell phone captive because it contains several NBA ball players' phone numbers. She is staging a roast and calling all the NBA players to attend and contribute money while the family is against it.

A cease and desist letter will work only if the woman is willing to stop. A civil restraining order can be enforced by the court. You should discuss this matter with an attorney.
