Legal Question in Civil Litigation in California

When defendant motion to change venue is granted and you the court to transfer the case , DO you have to file Summons and Complaint again??, Do you have to file a proof of service???, Do you have to file Case Management Statement again? if so, what are time limits???

A motion to transfer does not require a refiling of the complaint, or new service. It would be wise to file an updated Case Management Statement, once a new CMC hearing date and time is set. Your time limits would not have changed, with respect to a revised CMC statement.

No, you don't re-file or re-serve. The file is transferred to the new venue.
