what does ''in exhange for a waiver of attorney fees and cost, that is each party will waive his or her claim against the other attorney fees or cost incurred'' mean? is it that the case gets dismiss and each party pays their own fees and all parties walk away

That's what it means -- unless there's a cross-complaint, in which case this language could dispose of only one side of the case while leaving the other (without a claim for fees and costs) intact.

Yes, this is exactly what it means. It's a standard language of a Release document that states that each party will bear its own costs and fees.
