Can a grandparent claim an adult child and her children on their taxes without that parent's consent?

You can claim anything you like. When it is disallowed, you'll owe penalties and interest along with the taxes due.

Consent is not required. What happens usually is two people claim the same person as a dependent, and the IRS orders an audit.
