Some courts consider it having a telephone conversation; others that there have been exchange of letters; and others say you must be "knee-to-knee" with your opponent. Hash out the issues and see if you can agree to narrow or eliminate some of them to deal with the really critical ones that the court would need to address in a motion.

Meet and confer is an obligation that the parties have to resolve their disagreement over a procedural issue before filing a motion to compel. The courts basically want the parties to invest an effort into resolving their differences without the court's interference before actually seeking a court order on an issue.
