Legal Question in Civil Litigation in California

I have a neighbor who is spraying perfume in my bedroom window every two hours. They know I have asthma and they know that perfume aggravates it. Then, I just got a new air conditioner and they sprayed urine all over it. It is disgusting. I know that I am being harassed but how to prove this and get them arrested. The police refuse to be involved. The city where I live has a very high crime rate.

What can I do?
