Legal Question in Civil Litigation in California

Sold a car went to AAA DMV to transfer ownership, 6 months;late received a parking ticket, found out the new owner has not done the smog so the car is in registration in progress. Tickets are going to be sent to collections, I have tried to contact multiple ways and multiple times to get this resolved but no response. I am lost and DMV, the police, and AAA said they can do nothing to help me. Please someone help me

Your post does not make sense. AAA would never have allowed the title to change to a buyer until the car was properly smogged. In California, the responsibility to have the car smogged is on the seller of the car, not the buyer.
