Stolen Vehicles

I had a vehicle stolen in Southern California and was never notified of it's recovery. Now the tow company has notified me of a Lien Sale and wants 3000.00. The Department of Justice did an investigation and informed me that the police department never did a notification and I should pursue this in as a civil matter. What if any compensation could I be looking at?
