Legal Question in Civil Litigation in California

If I want to sue someone for Personal Injury/ Negligence and I don't know the person's name and don't know where they live, and only took down their vehicle's license plate number, How do I get their information, for the purpose of serving them with summons & lawsuit?,,,,

I know there's a CCP that allows to serve summons on the clerk, or service via publication, but don't know if a "John Doe" can be served via publication.

You need to get an attorney to assist you. There is a procedure where a licensed attorney can fill out a form and get the name and address from the DMV if you have a license plate number. It is only to be used if there was an accident and you are suing, and is not to be used for stalking people.
