Where will be the best place to start a career in CA? (Russian lawyer, not licensed in CA, Rocklin)

That Russian law degree is going to do you zero good anywhere in this or other states, unless it is working for a company, Russian language or otherwise, needing someone with legal reasoning skills in the business world. Many lawyers never practice 'law' or see the inside of a courtroom.

If you intend to practice law here, you'll have to talk to the Calif State Bar about qualifying and then passing the Bar Exam.
