Legal Question in Civil Litigation in California

A woman sold me a car with a replica of title and trying to Asher dmv change of ownership in the car told me that not even finished paying who bought it and is missing a seal of the previous owner, and my question is .. Asher there is a way that the person who sold me the car, get the stamp so I can change assertiveness owner or accuse her of fraud?

Greetings, did you happen to pay cash for the car? Second, is there a VIN number still on the car? Sometimes can be found on the door where it closes or on the front windshield.
