I would be happy to assist and have much high quality experience, particularly with difficult cases. The questions revolve around the specifics of the facts which will determine documentation we might present to support our perspective concerning admissibility and change the consul's mind. Decisions of consular officers are not subject to much control so the way the case is now presented is very important going forward. It is best to make the best presentation possible soonest so as to avoid further denials. The more careful your friend is now in preparing further documentation the more likely the visa will be issued at all.

did they provide any indication as to why they were potentially refusing the visa?

You can contact my office, but remember that if it's a section 221(g) issue, and he's stuck over there, it may be because he has an inadmissibility issue such as previous immigration violations, that may prevent a new visa such as the H-1B from being issued. It may not be a matter with U.S. Citizenship & Immigration Servies anymore since the consulate is with the Department of State. The attorney may have to be writing letters to the consulate or willing to travel to Chennai. You would have to be more specific with what the problem is.
