After 18 ...you can apply for fiance visa. You also need to get his complete records from the port of entry.

The first thing to do is apply for a copy of his record at the closest port of entry and at the national office to see what happened exactly as quickly as you can. Then try to put aside any deportation orders. It might work out for him to be gone for a while as long as you're not ready to get married now anyway. Being away this time is necessary to straighten this out. The only unknown is how long. It could be for a period of time or it could be forever. The details of his record will tell.
