Legal Question in Immigration Law in California

I am a US Citizen and I have filled papers to get my parents.

When i filled the papers in Form DS230 my parents mentioned that they were in Nigeria that was over 28 years ago. and they do not have any documentation to show that they were there. They do not have the passports since its long time ago they do not have it with them. The national Visa Center has sent me a letter asking them to provide a Police report for their stay in Nigeria. When i called them and explained they said it is a must. Can you please advice me how i can get about this and get my parents here. they are old and they live alone i need to get them hereHow can I overcome this situation. I am unable to get a Police Report. And my parents are old., There is no way i can get a Police report form Nigeria. Is it possible to make an appeal? is there a way to move forward without the Police report?
