Legal Question in Immigration Law in California

My father petitioned me for permanent Resident & was approved well at least that was one of the last notifications my father received but over the years he never reported his new address & there for wasn't able to receive any notifications & over the years have not claimed my documents I was a child at the time and I'm an adult now and would like to know if I could claim my documents now ?
