Legal Question in Immigration Law in California

My friend is a Mexican National living in Mexico. She has been legaly married to a US citizen for about a year plus. However, they are not in good terms and are not communicating. I don't think he would sponser her.

Can she still pursue a Green Card even though they are not on good terms?

No, she can't. Her US citizen husband has to petition and sponsor her for residency (green card) in USA, if he wants for her to move to USA.
