Legal Question

Green card through relatives

Hello,

I am a US citizen and would like to apply for green card for my brother. He is currently on H1 visa. My question is: If I apply for him, during the time he is waiting for his visa number(~10yrs), can he stay and work in the US if he leaves his current employer? Thank you very much.
