hello,my cousin is green card holder, he Travel outside the country with re entry permit or travel document .due to car accident he cannot travel back in time and the re entry permit it has expired what should He Do in This situation .

Generally, USCIS requires that the Form I-131 be filed in the United States & that the applicant attend his biometrics appointment in the United States, although he does not need to be present when the form is approved (it can be sent overseas or to a U.S. Consulate for pick up).

Based on these unusual circumstances, I would contact the U.S. Consulate where your cousin is located & ask them for guidance. Normally, the U.S. Consulate, at its discretion, can permit overseas biometrics for refugee travel documents. I am not sure if they will or can make the exception for your cousin, but you will need to try.
