Legal Question in Immigration Law in California

I and my husband are married immigrant citizens living in California for 9 years. my husband went back home country and applied for a spousal or visitor visa for a lady to bring her in the USA. (He made a false divorce there and made a marriage cert with that lady). He didn't file for divorce here or has no intention to do that so far. I was wondering what steps can I take in this situation?

I'm not sure "steps" you are referring to. You can consult with a Family Law attorney to see if you are already legally divorced, or if you still need to file for divorce. If you think he is committing immigration fraud, you can report it to USCIS, however, I can't guarantee that they will investigate the claim.
