Legal Question in Immigration Law in California

question regarding J1-F1-H1, advisory opinion

I came here as an high school exchange student on J1 and later on adjusted my status to F1 within US. altho my visa and IAP-66 both stated i am subject to the two year rule, since my skills are not applicable and no government funding was needed, i was sent a letter from the US information agency stating i am NOT subject to the two year rule. (advisory opinion) it also says: ''should the visitor wish to request a change in visa status, an application may be made directly to the district office of the immigration and natualization service.''

however, now im ready to apply for H1b and i lost that official letter. does that mean i can apply anyways without the letter or do i have to get a copy of that letter somehow? i do have a copy of my friend's who attended the same exchange program. would that help?

any help would be appreciated. and i am searching for an H1b lawyer.

You will need to get a copy of the letter before applying for the H1B visa. It is possible to obtain it via FOIA application or writing to the State Department, we process such applications on regular basis so it should not be a problem.
